On 15 and 16 September 2016, the four Romanian towns registered in the European Capital of Culture 2021 competition presented their programs in front of the independent experts' jury. The pre-selected cities were Baia-Mare, Bucharest, Cluj-Napoca and Timișoara.

Timișoara was designated as European Capital of Culture 2021, the announcement being made at a press conference set up by the Minister of Culture on Friday, 16 September.
According to Adevărul.ro, the selection criteria were explained by Steve Green, Chairman of the Jury: “The first criterion is about the cultural strategy and the heritage these European Capitals are to leave behind, The second is the European dimension: the city will reflect on its own history and culture, but also on the history and culture of the other European cities. The third refers to the programme's dimension and involves a strong artistic vision, including attracting visitors from abroad. The fourth is the participation of local people in the programme development. The other two are very direct: do they have the money and the partners to be an European Capital of Culture?“
