Romanian filmmakers support the proposals regarding the amendment of the cinematography law initiated by the Ministry of Culture, thus emphasising the need of adopting the said amendments as soon as possible.
Esteemed Members of the Romanian Parliament,
Currently, Romanian cinematography is the only cultural-artistic branch that has not registered any major failure over the past 15 years. On the contrary – year after year, at least one film was released that brought Romania international awards and acclaim. Many of such films were successful in the country as well, though the situation of movie theatres also claims urgent measures to be taken. Such constant world-wide success has not been surpassed by any other industry and became a calling card for Romania.
It is for the first time when the Government, through the Ministry of Culture, appreciates the filmmakers' efforts at their just value and puts cinematography on the list of assumed priorities, and during the next period you will be submitted for passing the law of Government accrediting, which includes certain amendments to the cinematography law. We would hereby wish to draw your attention to several aspects related to the opportunity of such regulations that, once voted, would enhance the chances that the success our cinematography enjoys now would remain a reality over the next years as well.
- Our applicable legislation would be aligned to the modern, European one.
- The law will be more coherent, eliminating the current ambiguities, which had to be often solved in the courts of justice.
- The secret nature of the film projects' competition will be eliminated, which would render the Romanian film funding more transparent.
- The new law will facilitate young producers' access to funding (the actual framework being completely discriminatory to them).
- Any form of art needs incentives in order to experiment. Micro-budget productions are an already existing solution in many neighbouring countries, and throughout the world.
- Many of the Romanian films that enjoyed success were made with the financial support of foreign partners. We consider reciprocity in this aspect as a minimum gesture of courtesy and diplomacy, and thus foreign films, respectively minority co-productions, should be granted support in our country.
- Last but not least, with a view to ensure steady, healthy flow of films, it is necessary that Romanian cinematography be granted stable funding sources from the Cinematography Fund (that is not financed from the State Budget).
We hereby express our enthusiasm and support for all the measures proposed by the Ministry of Culture and trust that you will understand the opportunity of their fast enforcement, which would only lead to solving certain problems that were repeatedly put off resulting in dissensions and blockages.
